During the town's development phase, the main point was constructing large numbers of dwellings. Nowadays, the attention is focused on the quality of the residential and living environment. Maintaining and improving these items has a high priority for the municipality. These goals have to be reached particularly through radical renovation projects.

Another important area of attention is public safety. Spijkenisse is one of the safest towns in the country, and the municipality wants to retain and improve this position.

A milestone was reached with the construction of the 30,000th dwelling on 3 July 1999. This did not mark the end of a process, but it was a significant point in Spijkenisse's development into the complete, mature town that it aims to be by the year 2010. A town with an even more varied range of housing, more amenities, more jobs, and a more attractive town centre with more shops and entertainment facilities. This vision of the future is described in detail in the 'Town Plan 2010'. A number of constituent plans are already being implemented.
